Bharatiya Vayuyan Adhiniyam, Replacing Aircraft Act, To Come Into Force From January 1

The new law that seeks to facilitate designing and manufacturing of aircraft in India as well as facilitate the ease of doing business in the aviation space will come into force from January 1, 2025.

The new Act -- Bharatiya Vayuyan Adhiniyam, 2024 -- that replaces the 90-year old Aircraft Act, was cleared by the Parliament earlier this month.

According to a notification issued on Tuesday, the "central government hereby appoints the 1st day of January, 2025 as the date on which the provisions of the said Act, shall come into force".

Among others, the Act provides for regulation and control of the design, manufacture, maintenance, possession, use, operation, sale, export and import of aircraft and connected matters.

The legislation will also remove redundancies and replace the Aircraft Act, 1934, which has been amended 21 times.

India is one of the world's fastest growing civil aviation markets.

NIA To Probe Suspected Kuki Militant 'Tiger' Who Claimed Attack On CRPF, Burned Homes In Manipur

A special court of the National Investigation Agency (NIA) has accepted evidence submitted by the NIA of a suspected Kuki militant commander saying he and his men attacked the Central Reserve Police Force (CRPF) and set fire to homes in Manipur.

The NIA told the court that a viral video on a YouTube channel shows a man "suspected to be a Kuki militant called 'Tiger', a commander of the Kuki National Front-P (KNF-P), claiming he and his men attacked CRPF and burnt down houses on November 11."

The NIA investigating a suspected Kuki militant of the KNF-P also raises questions over possible violation of the suspension of operations (SoO) agreement. 

Three big escalations happened in ethnic violence-hit Manipur on November 11 - first, six of a family from the Meitei community were kidnapped and killed in Jiribam district by suspects who the Manipur government in a cabinet statement called "Kuki militants"; second, 10 others - also identified as "Kuki militants" by the state government - were shot dead in an encounter with the Central Reserve Police Force in the same district, and third, firing from the hills towards Imphal West District's Kangchup and Koutruk just hours after the Jiribam encounter left two people injured.

The court in its order accepting the NIA evidence said the anti-terror agency downloaded the viral video of the suspected Kuki militant into a pen drive in the presence of two witnesses.

The NIA submitted the pen drive to the court in a sealed envelope under Section 105 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) that deals with electronic evidence.

NDTV has seen a copy of the court order.

The court said the pen drive has been returned to the NIA for further investigation.

About KNF-P

The 'P' in KNF-P means "president"; it is used to indicate KNF-P is the original KNF, hence the letter "president", the supreme. The KNF was founded in 1987. In 1994, KNF split into two factions i.e. KNF-MC led by SK Kipgen, and the original became KNF-P led by ST Thangboi Kipgen.

So, KNF is the KNF-P; the rest are its factions.

The KNF is a signatory to the controversial suspension of operations (SoO) agreement signed between nearly two dozen Kuki militant groups and the state and the centre. Under SoO, the militants are to stay at designated camps and their weapons kept in locked, monitored storage.

The Manipur government has been asking the joint monitoring group, which reviews the SoO agreement every year, to scrap it for good, over allegations that the SoO groups have been majorly involved in the Manipur violence from the beginning. The SoO agreement lapsed in February this year.

There are many villages of the Kuki tribes in the hills surrounding the Meitei-dominated valley. The clashes between the Meitei community and the nearly two dozen tribes known as Kukis, who are dominant in some hill areas of Manipur, have killed over 250 people and internally displaced nearly 50,000.

The general category Meiteis want to be included under the Scheduled Tribes category, while the Kukis who share ethnic ties with people in neighbouring Myanmar's Chin State and Mizoram want a separate administration carved out of Manipur, citing discrimination and unequal share of resources and power with the Meiteis.

Meitei leaders have alleged the SoO groups have been working to strengthen themselves over the years by taking advantage of the ceasefire, until a time came to engineer a violent attack for a separate land. Geopolitical analysts have speculated the Kuki armed groups were used as mercenaries to fight Meitei and Naga militants operating in the India-Myanmar border.

Kuki-Zo civil society groups such as the ITLF and the CoTU, and their 10 MLAs have joined the call for a separate administration carved out of Manipur, a demand also made by the nearly two dozen militant groups that have signed the SoO agreement.

This single demand has brought the Kuki militant groups, the 10 Kuki-Zo MLAs, and the civil society groups on the same page.

The security forces have been trying to dismantle bunkers in the hills surrounding Imphal valley after several incidents of firing for the last few days.

Kuki protesters tried to stop the security forces from destroying the bunkers. Some protesters were injured when the security forces tried to disperse them.

Odisha Couple Pose As Daughter, Son-In-Law Of PM's Principal Secretary, Arrested

Odisha Police on Monday said it arrested a couple on charges of defrauding people by impersonating themselves as the daughter and son-in-law of PK Mishra, the principal secretary to Prime Minister Narendra Modi.

The couple, identified as Hansita Abhilipsa (38) and her accomplice Anil Kumar Mohanty, believed to be her husband, were accused of cheating people by claiming that they have influential connections, police added.

"They were arrested on Sunday and booked under Sections 329(3), 319(2), 318(4), and 3(5) of the BNS. They claimed to be the daughter and son-in-law of PM's principal secretary Dr. PK Mishra," Swaraj Debata, Additional DCP Zone 6 in Bhubaneswar, said.

Police recovered several photographs from the couple's residence, showing them with high-profile people, including chief secretary. The duo allegedly swindled rich businessmen, builders, mining operators, and other influential people in Bhubaneswar.

Officials said the couple digitally manipulated the photographs with influential officials and used these doctored images to approach victims, falsely promising to help them get their tenders passed.

Hansita is a resident of Kandhamal district, while Mohanty is a small-time businessman who owns an infrastructure firm.

The arrests were made following a complaint by a mine owner.

Five Years On, WHO Urges China To Share Data On Covid Origins

The World Health Organization on Monday implored China to share data and access to help understand how Covid-19 began, five years on from the start of the pandemic that upended the planet.

Covid-19 killed millions of people, shredded economies and crippled health systems.

"We continue to call on China to share data and access so we can understand the origins of Covid-19. This is a moral and scientific imperative," the WHO said in a statement.

"Without transparency, sharing, and cooperation among countries, the world cannot adequately prevent and prepare for future epidemics and pandemics."

The WHO recounted how on December 31, 2019, its country office in China picked up a media statement from the health authorities in Wuhan concerning cases of "viral pneumonia" in the city.

"In the weeks, months and years that unfolded after that, Covid-19 came to shape our lives and our world," the UN health agency said.

"As we mark this milestone, let's take a moment to honour the lives changed and lost, recognise those who are suffering from Covid-19 and Long Covid, express gratitude to the health workers who sacrificed so much to care for us, and commit to learning from Covid-19 to build a healthier tomorrow."

'Same weaknesses'

Earlier this month, the WHO's Director General Tedros Adhanom Ghebreyesus addressed the issue of whether the world was better prepared for the next pandemic than it was for Covid-19.

"The answer is yes, and no," he told a press conference.

"If the next pandemic arrived today, the world would still face some of the same weaknesses and vulnerabilities that gave Covid-19 a foothold five years ago.

"But the world has also learnt many of the painful lessons the pandemic taught us, and has taken significant steps to strengthen its defences against future epidemics and pandemics."

In December 2021, spooked by the devastation caused by Covid, countries decided to start drafting an accord on pandemic prevention, preparedness and response.

The WHO's 194 member states negotiating the treaty have agreed on most of what it should include, but are stuck on the practicalities.

A key fault-line lies between Western nations with major pharmaceutical industry sectors and poorer countries wary of being sidelined when the next pandemic strikes.

While the outstanding issues are few, they include the heart of the agreement: the obligation to quickly share emerging pathogens, and then the pandemic-fighting benefits derived from them such as vaccines.

The deadline for the negotiations is May 2025.

Man Dies In Police Station While Recording Statement, Family Alleges Murder

The death of a 35-year-old Dalit man inside a police station in Madhya Pradesh's Dewas district triggered protests from his family, who alleged murder. The Congress, on Sunday, also slammed the Mohan Yadav-led BJP government for what they termed "jungle raj" in the state.

Mukesh Longre died on Saturday after being called to the Satwas police station here for questioning in a complaint submitted against him by a woman on December 26, Superintendent of Police Puneet Gehlot said.

"While inspector Ashish Rajput was reading his statement, Longre made a noose around his neck with a gamcha (towel), tied it to a window grill in the lock-up and began yanking his neck. Police stopped him and rushed him to a hospital where doctors declared him dead," the SP said.

"There is no case against him. He was just called to record his statement. Judicial Magistrate First Class (JMFC) Nandani Uikey is conducting an inquiry into the death. The JMFC visited the spot this morning. The district magistrate has appointed three doctors to oversee the post-mortem process," Mr Gehlot added.

Mr Gehlot said inspector Ashish Rajput has been suspended, while all other procedures laid down under Bharatiya Nyaya Sanhita as well as National Human Rights Commission guidelines are being followed fully.

"Some politicians have hijacked the issue, due to which his kin have refused to allow post mortem till the entire staff of the police station is suspended. This is an irrational demand. We have already suspended the inspector since the death took place while he was in charge," Mr Gehlot said.

Meanwhile, Longre's family alleged police demanded a bribe to lessen the severity of action against him in connection with the woman's complaint, adding the staff later told them he had died.

Amid a protest outside the police station that began on Saturday and continued on Sunday, Longre's relatives accused police of murdering him.

Attacking Chief Minister Mohan Yadav, who also holds the home portfolio, the Congress held a protest outside Satwas police station on Sunday, which was attended by the party's state unit chief Jitu Patwari.

"Jungle raj is prevailing in MP. A Dalit man was murdered inside a police station. Chief Minister Mohan Yadav must take full responsibility for this incident," Mr Patwari said.

Mr Patwari's colleague and former Union minister Arun Yadav demanded suspension of the entire staff of Satwas police station.

"Doing Great Work": PM After Meeting Perplexity AI CEO Aravind Srinivas

Aravind Srinivas, the Indian-origin Co-founder and CEO of Perplexity AI, met Prime Minister Narendra Modi on Saturday and they discussed the potential for the adoption of artificial intelligence in India. While the Chennai-born Srinivas said he was inspired by the PM's dedication to staying updated on the topic and his "remarkable vision" for the future, PM Modi said it was good to see the CEO doing "great work" with Perplexity AI.

Posting a photo of their meeting, Mr Srinivas wrote on X, "Had the honor to meet Prime Minister @narendramodi ji. We had a great conversation about the potential for AI adoption in India and across the world. Really inspired by Modi Ji's dedication to stay updated on the topic and his remarkable vision for the future."

Replying to the post, PM Modi wrote, "Was great to meet you and discuss AI, its uses and its evolution. Good to see you doing great work with @perplexity_ai. Wish you all the best for your future endeavors."

Perplexity AI is a conversational search engine that uses large language models (LLMs) to answer queries. Before co-founding Perplexity AI in the US in 2022, Mr Srinivas was an AI researcher at OpenAI and also did research internships at Google and DeepMind.

7 Gurugram Students Allegedly Beat Bus Driver After Argument Over Ticket, Arrested

Seven students of ITI, Gurugram were arrested for allegedly beating up a bus driver and conductor following a verbal argument over tickets, police said on Saturday.

The incident happened when the bus driver and the conductor got down from the bus at the last stop, they said, adding that the city bus ran between Millennium City Metro Station to Gurugram Railway Station.

In his complaint to the police, bus conductor Lalaram said that on December 21, around 4.20 pm, the bus left for the railway station from the Millenium City Metro Station when some students boarded the bus at Industrial Training Institute (ITI) Chowk.

Lalaram said they were not paying for the tickets, which is why they had an argument with them. Later the students got down at the last stop, he said.

He said after parking the bus, driver Rajesh Kumar and he got down from the vehicle and went to get some water when the ITI students gathered and started beating us up.

"When people started to gather, the students fled away after threatening to kill me," Lalaram said in his complaint.

Following the complaint, an FIR was registered at Sector 9A Police Station and the police on Friday arrested seven accused -- Mohit (18), Kartik (18), Sunny (21), Saurav (18), Akshay (20), Chetan Sharma (20) and Himanshu (18), police said.

A senior police officer said that they were let off on bail.

Book Excerpt | How Manmohan Singh Helped India Beat China To Mars

How India's maiden mission to Mars became 'Mangalyaan': Prime Minister Manmohan Singh's 2012 speech written in Urdu hid the answers.

Not many realise that it was Dr Singh who gave India its first inter-planetary voyage with one single point geo-political message: India should beat China and reach the Martian orbit ahead of the Dragon. An Asian space race unfolded and India won it hands down as, under Dr Singh's leadership, the mission was conceived and delivered in all of 18 months. India ran a Martian marathon as if sprinting for a hundred-metre dash.

Mangalyaan was publicly announced by Dr Singh from the magnificent ramparts of the Red Fort in Delhi on August 15, 2012.

Interestingly, when the Moon mission was being planned, Chandrayaan was also announced from the Red Fort by Atal Bihari Vajpayee, who was the prime minister in 2003.

Dr Singh, as it seemed, took the cue, delivering his speech that was actually written in Urdu. But who could match the visionary politician Vajpayee, who made sure to call the Moon mission Chandrayaan-1, whereas the bureaucrat in Manmohan Singh merely called it Mangalyaan, not thinking at all about any sequels. What's in a name, you might ask.

When the first budgetary clearances of Rs 125 crore were given for the Mars mission on March 16, 2012, during the 2012-13 budget presented by Finance Minister Pranab Mukherjee, it was officially recorded - "Mars Orbiter Mission envisages launching an orbiter around Mars using the PSLV XL during the November 2013 launch opportunity. Mars Orbiter will be placed in an orbit of 500 x 80,000 km around Mars and will have a provision for carrying nearly 25 kg of scientific payload."

In what might be some 10 kg of documents running into thousands of pages, embedded in a book with orange covers called the Expenditure Budget, laced with tables and millions of figures, was a small annotation that announced this remarkable plan, giving financial sanction. "What a mangal announcement" was the observation on March 16, 2012, when one of the authors was in conversation with jubilant officials in the Prime Minister's Office, thinking about what name the mission would get. How India's maiden mission to the Moon was named Chandrayaan, and how this might perhaps become Mangalyaan was alluded to, and of course, some months later, in his speech from the Red Fort, then Prime Minister Dr Singh referred to the mission as Mangalyaan.

This was a deviation from his written speech that was made public in English but written in Urdu, and what Dr Singh read from, and that is why many people, who later reviewed the written English version questioned whether it was ever called Mangalyaan by the prime minister. This resulted in a small technicality that made ISRO formally stick to calling India's maiden mission to the red planet as the 'Mars Orbiter Mission (MOM)'. It seems the Department of Space (DOS) officials had sent a list of names to the Minister of Space, a portfolio always held by the prime minister of India, to select one. As it happened, Dr Singh never returned that list giving his preference, and this led decision makers within the space community, for safety, to stick to referring to it as MOM.

This was in sharp contrast with how the Moon mission was named, when in 2003, a list of names was sent to Prime Minister Vajpayee. ISRO's preferred name was 'Somayaan', but astute officials around Vajpayee renamed it as 'Chandrayaan' and Sudheendra Kulkarni, the press advisor to the PM, told me (Pallava) that Vajpayee himself added, in his own handwriting, the suffix '1' after Chandrayaan, and said how a big country like India could make only one visit to the Moon.

This led decision-makers to use the informal names, MOM and Mangalyaan. Interestingly, after demonetisation in 2016, when new currency notes were introduced [by Prime Minister Narendra Modi], the image of Mangalyaan was printed on the Rs 2,000 currency note with Mangalyaan emblazoned below the image as an honour to ISRO. This was a remarkable tribute to the space community that aced the Mars launch and landing on the maiden attempt. India's tiger handsomely beat China by reaching the orbit of Mars ahead of the Chinese dragon.

Argentina's Soaring Poverty And What President Javier Milei Is Doing About It

Argentina, a nation once ranked among the wealthiest in the world, has found itself grappling with severe economic challenges over the past 25 years. Then, one year ago, provocative libertarian economist Javier Milei was inaugurated as its new president.

Known for his flamboyant persona and radical views, Javier Milei is one of the most polarising figures in global politics, celebrated by some as a visionary reformer and dismissed by others as El Loco (“the mad one”). He pledged to take a “chainsaw” to the state and promote a free-market approach.

His pro-capitalism stance extends to the promotion of culture wars. Last month, he fired his foreign secretary for voting along with 186 other countries against the US embargo on Cuba at the United Nations. Only the US and Israel voted against it. He withdrew Argentina's delegation of negotiators to the UN climate summit in Baku, claiming human-caused climate change is “a socialist lie”.

Yet Milei owes his 2023 victory to Argentina's deep economic crisis. It was an economy suffering from the third highest inflation rate in the world, at 211% year on year, a poverty rate north of 40% (it's now climbed even higher), and an economy in crisis for decades.

Argentina's economic woes are deeply rooted. Once one of the world's richest nations thanks to its fertile Pampas plains, its prosperity was built on agricultural exports and integration into global markets.

Political instability, excessive protectionism and fiscal mismanagement disrupted its trajectory. Peronism, a political movement based on economic independence and social justice, has dominated Argentine politics for decades. While it lifted the working class, critics argue it entrenched inefficiency and dependence on the state.

By 2023, Argentina's crisis had reached unprecedented levels and the peso had lost most of its value.

Argentines turned to Milei, an outsider who pledged to dismantle the state's bloated bureaucracy, privatise key sectors and adopt policies rooted in libertarian principles.

Sweeping reforms and painful cuts

Now in power for a year, he has slashed government spending by a third, dismantling price controls and cutting subsidies on energy and transport. Last December, he devalued the peso by 54%.

Around 30,000 state jobs were cut, as were more than half of government ministries. Milei also allowed inflation to eat into the real value of pensions and salaries. This has generated fiscal surpluses, but also deepened the country's worst economic crisis in two decades.

The result is unprecedented levels of poverty. As the cost of food and basic products increased, around 53% of Argentines now live in poverty – up from around 42% in 2023 and the highest level in 30 years. Another 15% of the population is in “extreme poverty”. An extra 5.5 million Argentines became poor during Milei's first six months in office.

Despite the pain, Milei's approval ratings have remained stable at around 50%. His success seems to rest on his unrelenting attacks on the country's establishment and workers' unions. The only large-scale protests occurred when Milei imposed cuts to free public universities. Argentines seem to have accepted the doctor's prescription.

Milei's key legislative victory was his controversial “omnibus” reform bill. This was originally aimed at slashing government spending, privatising public entreprises (whether or not they were profitable) and enforcing a zero-deficit policy.

Although the bill was watered down, economic indicators improved significantly. Monthly inflation dropped to 2.7% in October from its peak of 26% last December. The peso has strengthened considerably and is now overvalued, hurting exporters and raising the prospect of a devaluation – and with it, more inflation. Argentina's country risk index (which measures the risk of investing in a state) has fallen significantly.

But the economy is not out of the woods. Growth remains elusive – the IMF forecast a 3.5% economic contraction this year. Growth of 5.2% next year will only return per-capita GDP, a measure of individual wealth, to where it was by the time COVID lockdowns ended in 2021. Reducing inflation further won't be easy, as it has hovered around the 3% monthly level since July.

Meanwhile, Milei's 2025 budget proposal aims for a budget surplus of over 1.3% of the country's GDP, requiring further spending cuts. But calls to restart frozen public works and boost pensions and wages will inevitably grow louder next year.

And Argentina still has heavy capital controls, making it hard for investors to get money out of the country. They will think twice before investing.

Meanwhile, the opposition is waking up. Milei's veto of the bill increasing university budgets brought 250,000 people out in protest in November, prompting some to suggest the president had miscalculated.

Former president Cristina Fernández de Kirchner, still Argentina's dominant leftist, is poised to take over the leadership of main Peronist party ahead of next year's midterm elections. While her influence has greatly diminished, she still enjoys reasonable approval ratings. Both Kirchner and Milei are polarising figures, so it is unclear if her return will help the left.

The re-election of Donald Trump could prove to be Milei's best card. While Argentina is a small trade partner, Milei will leverage his relationship with the US president-elect to convince the IMF to roll over the remainder of the US$44 billion debt (£35 billion) acquired in 2018 during Trump's first term in office. Another US$10 billion is needed to bolster the central bank's international reserves which remain critically low.

This source of money will be critical for Milei to start lifting capital controls. Only then can economic stability translate into sustainable growth.The Conversation

Manmohan Singh, 2-Time PM And Architect Of India's Economic Reforms, Dies At 92

Former Prime Minister Manmohan Singh died of age-related medical conditions today, the All India Institute of Medical Sciences (AIIMS) in Delhi, where he was admitted, said in a statement. He was 92.

"With profound grief, we inform the demise of former Prime Minister of India, Dr Manmohan Singh, aged 92. He was being treated for age-related medical conditions and had a sudden loss of consciousness at home on 26 December 2024," AIIMS said.

"Resuscitative measures were started immediately at home. He was brought to the medical emergency at AIIMS, New Delhi at 8.06 pm. Despite all efforts, he could not be revived and was declared dead at 9.51 pm," AIIMS said.

Manmohan Singh was Prime Minister for two terms in the Congress-led United Progressive Alliance (UPA) government from 2004 to 2014. He had been in poor health for the last few months.

The former prime minister is survived by wife Gurcharan Singh and three daughters.

Prime Minister Narendra Modi in a post on X condoled the death of the leader.

"India mourns the loss of one of its most distinguished leaders, Dr Manmohan Singh ji. Rising from humble origins, he rose to become a respected economist. He served in various government positions as well, including as Finance Minister, leaving a strong imprint on our economic policy over the years. His interventions in parliament were also insightful. As our Prime Minister, he made extensive efforts to improve people's lives," PM Modi said.

"Dr Manmohan Singh ji and I interacted regularly when he was PM and I was the CM of Gujarat. We would have extensive deliberations on various subjects relating to governance. His wisdom and humility were always visible. In this hour of grief, my thoughts are with the family of Dr. Manmohan Singh Ji, his friends and countless admirers. Om Shanti," he said.

Congress MP Priyanka Gandhi Vadra and her mother Sonia Gandhi reached the hospital as soon as the news of Manmohan Singh's hospitalisation became known.

Manmohan Singh served as finance minister under the then Prime Minister PV Narasimha Rao. He was the architect and the brainchild of economic reforms in 1991 that pulled India from the brink of bankruptcy and ushered in an era of economic liberalisation that is widely believed to have changed the course of India's economic trajectory.

Congress chief Mallikarjun Kharge and party MP Rahul Gandhi were in Karnataka's Belagavi attending the Congress Working Committee meeting when news of Manmohan Singh's death came. Both are returning to Delhi, news agency PTI reported.

Class 11 Student Stabbed 14 Times In Faridabad Market, 10 Detained

Ten people have been apprehended for allegedly stabbing a class 11 student to death in a market here, police said on Wednesday.

The family of the victim, Anshul, staged protests and accused police of inaction and "laughing off" the matter when they had complained about him receiving death threats on Instagram a few days ago.

Anshul's sister, Anjali, narrated the incident to the police and said that her brother had an argument with the accused a few days ago. On Tuesday, they had gone to the market when the accused -- Himanshu Mathur and Rohit Dhama -- along with a few other men attacked Anshul with sticks and knives.

Seeing this, she and some locals rushed to help Anshul and took him to hospital where he succumbed to his injuries on Wednesday. He was stabbed 14 times, police said.

Anmol, the victim's friend, told the police that the accused wanted to spread hooliganism in the Baslewa colony and used to sell drugs. They would often misbehave with the girls in the area.

A few days ago, Anshul reportedly had an argument with the accused. In a bid to take revenge, the accused killed Anshul, Anmol told the police.

Based on Anjali's complaint, an FIR was registered and 10 people, including Mathur and Dhama have been apprehended. Further investigation is underway, police said.

GST At 18% On Sale Of Used Cars Only If Seller Earns A Margin: Report

A registered person will have to pay GST on sale of old and used vehicle only if the seller has earned a margin, which is the selling price is higher than the depreciation adjusted cost price of the vehicle, sources said.

The GST Council in its meeting last week decided to prescribe a single rate of 18 per cent on sale of all old and used vehicles including EVs, earlier leviable at different rates.

If an individual sells old and used car to another individual, GST would not be applicable.

Sources said where the registered person has claimed depreciation under Section 32 of the Income Tax Act 1961, GST is payable only on the value representing the margin of the supplier, that is the difference between consideration received for the supply of such goods and the depreciated value of such goods on the date of supply.

"Where such margin is negative, no GST is payable," a source said.

For example, if a registered person is selling an old and used vehicle to any person at Rs 10 lakh, where the purchase price of the vehicle was Rs 20 lakh and has claimed depreciation of Rs 8 lakh on the same under Income Tax Act, then he is not required to pay any GST as the margin of the supplier, that is differential value of the selling price (Rs 10 lakh) and the depreciated value which is Rs 12 lakhs, is negative.

In case the depreciated value in the above example remains the same at Rs 12 lakh and the selling price is Rs 15 lakh, GST will be payable on the margin of the supplier i.e on Rs 3 lakh at the rate of 18 per cent.

In any other cases, GST is payable only on the value that represents the margin of the supplier i.e. the difference between selling price and the purchase price. Again, where such margin is negative, no GST is payable.

For example, if a registered person is selling an old and used vehicle to any person at Rs 10 lakh, where the purchase price of the vehicle by the registered person was Rs 12 lakh, then he is not required to pay any GST as the margin of the supplier is negative in this case.

In cases where the purchase price of the vehicle was Rs 20 lakh and the selling price is Rs 22 lakh, GST of 18 per cent will be payable on the margin of supplier, that is, Rs 2 lakh.

EY Tax Partner Saurabh Agarwal said the GST Council has recommended increasing the GST rate on old and used EVs and small fossil fuel cars from 12 per cent to 18 per cent, aligning it with the rate for larger cars and SUVs.

It's important to note that GST on second hand vehicles will be applied only on margins and not on sale value of vehicles (sale value less income tax depreciated cost of vehicle or purchase price, as the case may be).

Prior to the proposed amendment, GST on second hand EVs was applicable on the complete sale value of the vehicle.

" Therefore, the proposed change should not be looked as a deterrent for second hand EVs. This should in turn be a welcome step as it would likely bring down the cost for second hand EVs (till the time margins earned are less than 27.78 per cent of the purchase price). At best, it will increase the cost of second hand small fossil fuel cars by 0.6-1.5 per cent (assuming margins would range for 10-25 per cent of purchase price)," Agarwal said.

This proposal appears to be in line with the vision of the government where they want to restrict pollution levels arising due to rapidly growing second hand car market, he added.

AMRG & Associates Senior Partner Rajat Mohan said for EVs, which already benefit from government incentives to promote their adoption, the hike in GST on resale could slightly deter cost-sensitive buyers, potentially impacting the overall EV penetration in secondary markets.

" Dealers will now need to maintain impeccable records of transactions to comply with these changes effectively. While this revision boosts revenue potential for the government, it demands adaptability from businesses and awareness among consumers regarding the net impact on resale pricing," Mohan added.

Lessons Learnt, Policy Revised: Paramilitary Force CISF On Hoax Bomb Threats To Airlines

The Central Industrial Security Force (CISF) on Monday said it has "learnt its lessons" following incidents of a spate of hoax messages being sent to Indian airlines recently and the situation has improved after the assessment protocol for such calls was revised.

Several domestic carriers, between October and November, received hundreds of "hoax" messages or calls on their official communication channels including on social media claiming bombs being placed or a hijacker onboard leading to numerous diversions and delays for passengers in specific and the entire aviation ecosystem in general.

"There were a very large number of hoax calls recently (to the airlines)...but we have learnt our lessons. The Government of India rules were revised regarding the requirements for convening the Bomb Threat Assessment Committee (BTAC) meetings.

"The basic revision done was that the BTAC can meet online or in a digital mode hence cutting down the time to convene such a meeting. The situation has improved considerably after this...," CISF Deputy Inspector General (Operations) Shrikant Kishore told reporters here.

PTI had in October reported that the Bureau of Civil Aviation Security (BCAS) under the Union civil aviation ministry has tweaked BTAC procedures in the wake of the messages being sent over the social media daily by adopting a "multi-layered" approach to assess threats and determine their "credibility and seriousness." According to the new guidelines, upon receipt of a bomb threat, the BTAC can be convened over a internet-based secure platform but this is only an "interim" arrangement till the members of the committee assemble physically at the designated control room.

Asked about the issue of congestion at several airports in the country during the vacations, Kishore said the force and other agencies involved in civil airport operations were "at a better position now" as they saw "improvement and enhancement" in security infrastructure and manpower.

The force provides counter-terrorist security cover to 68 civil airports of the country and has deployed about 48,000 personnel for this task out of its total manpower of about 1.7 lakh men and women.

Orange Alert Issued For Cold Wave In Himachal Pradesh, Snowfall Predicted

The local meteorological office on Saturday forecast snow and rain at isolated places in Himachal Pradesh on December 23 and 24 and at many places on December 27.

It issued an orange warning for severe cold wave at few places in Una, Hamirpur, Bilapsur and Mandi till December 24 while a yellow warning has been given for cold wave and ground frost at few places in Chamba, Kangra and Kullu till December 25.

Dense fog is likely over and around some parts of the reservoir area of Bhakra dam (Bilaspur) and Balh valley (Mandi) during early morning and late night, it added.

Weather remained dry in the past 24 hours in the state but severe cold wave persisted in Una, Mandi, Hamirpur, Chamba and Sundernagar, the weather department said.

Cold wave conditions were observed in Kangra and Bilaspur with moderate fog in Mandi and Bilaspur while ground frost was seen in Palampur, Bhuntar, Kangra, Shimla and Jubbarhatti, the department said.

Tabo in tribal Lahaul and Spiti district was coldest at night recording a low of minus 14 degree Celsius followed by minus 7.8 degree Celsius in Kukumseri, minus 6.8 degree Celsius in Samdho, minus 3 degree Celsius in Kalpa and minus 1 degree Celsius in Manali, it said.

According to the department Una was hottest during the day recording a high of 24.5 degree Celsius.

Meanwhile, the post-monsoon rain deficit from October 1 to December 21 stood at 97 per cent, as the state received 2.3 mm of rain against an average of 66.3 mm.

Indian Businessman Ravi Pillai Receives Bahrain's Topmost Award

Indian businessman Dr Ravi Pillai has been awarded Bahrain's prestigious national honour, the Medal of Efficiency, in recognition of his significant contributions to the progress and development of the kingdom, making him the only foreign national to receive the title.

King Hamad bin Isa Al Khalifa, the king of Bahrain, awarded the prestigious national honour to Mr Pillai, chairman of RP Group, on December 16.

“This esteemed award reflects His Majesty's deep appreciation for Dr Pillai's outstanding contributions to the Kingdom, particularly in the fields of refinery operations, local community development, and the strengthening of Bahrain's global position,” the Royal Order said.

“We appreciate Dr Ravi Pillai for his exceptional service and contributions to the Kingdom, and we are honored to present him with this distinguished award as a sign of our deep gratitude,” the king said in the royal proclamation.

With a turnover of USD 12 billion, his business is the largest employer of Indians outside India, the release said, adding, with 1,26,000 employees, his group is one of the largest remitters of foreign currency to India.

Mr Pillai is also one of the largest investors in India, where he has six five star hotels, two hospitals and three shopping malls and plans to invest USD 2 billion in the next two years in India.

Expressing his heartfelt gratitude, Mr Pillai said, “This award is a reflection of the collective efforts of my team, the support of the people of Bahrain, and the unwavering trust of the Kingdom. Pollution-Free Environment Constitutional Right: High Court On Authority's Inaction

The Bombay High Court on Friday said pollution-free environment was a constitutional right, and pulled up the Maharashtra government and other authorities for their failure to tackle the issue of air pollution.

A division bench of Chief Justice DK Upadhyaya and Justice Amit Borkar said the right of citizens to a pollution-free environment was a concomitant of Article 21 of the Constitution.

"Innocent citizens cannot be victims of air pollution and helplessly suffer on such count, due to inaction of the authorities, in taking appropriate, timely and continuous measures," the court said.

The bench had in 2023 taken suo motu (on its own) cognisance of the issue of poor air quality index in the city and state.

On Friday, the court said it was "quite pained" to learn that hardly any effective steps are being taken in the present season.

The bench said the state machinery gets activated and takes action only when the court passes orders.

"There needs to be an inherent will, desire and resolve to curb environmental pollution, and effective and drastic steps in that regard being required to be taken, so that people are not adversely affected on health and other counts, more particularly when Mumbai, being a city of international repute and the commercial capital of the country," the HC said.

"No doubt that development/construction activities and other commercial activities need to go on, however, it cannot be that such activities are undertaken in an uncontrolled manner generating pollution and to the peril and health hazard of lakhs of inhabitants of the city," it added.

The court said urgent attention is required on vehicular pollution particularly along Mumbai's arterial roads such as the Western Express Highway and the Eastern Express Highway, where ongoing road and metro construction works have caused severe traffic congestion.

"Traffic management on such roads is inadequate, resulting in severe conditions directly responsible for vehicular pollution, which seriously affects not only nearby residents, but also the environment in its entirety," the bench remarked.

The court directed the Traffic Department to curb congestion and improve traffic flow throughout the day to reduce vehicular emissions.

Nodal officers are to be appointed to monitor pollution levels on key roads, while the Maharashtra Pollution Control Board (MPCB) must deploy machinery to measure pollution and report violations promptly.

The high court has kept the matter for hearing on January 9, 2025.

"Medical Seats Should Not Go To Waste When Country Faces Shortage Of Doctors": Supreme Court

Precious medical seats should not go to waste when the country was facing acute shortage of doctors, the Supreme Court on Friday said and directed the authorities to hold fresh counselling for filling up the vacant seats.

A bench of Justices B R Gavai and K V Viswanathan asked the admission authorities to hold a special counselling and complete the admission process for medical courses by December 30.

"Taking into consideration the peculiar facts and circumstances and further that the precious medical seats should not go in waste, when the country is facing acute shortage of doctors, we are inclined to extend the period by way of a last chance," the bench ordered.

The apex court passed the order while dealing with pleas seeking directions to the admission authorities to conduct a stray/special counselling round for the remaining vacant seats even after five rounds of counselling.

The bench noted the counsel appearing for the National Medical Council had fairly said that given the number of vacant seats, the court may extend the period as a one-time measure without it being treated as a precedent.

"The admission authorities are, therefore, directed to hold a fresh stray/special counselling for the seats remaining vacant and complete the admission process prior to December 30, 2024 in any eventuality," it said.

The bench directed no college would be permitted to admit students directly and the admission should be conducted only through the state admission authorities.

"We, however, clarify that the stray/special admission process should not disturb the admission which are already finalised and the admissions would be made only from the waitlisted candidates," it said and disposed of the pleas.

Delhi Bans Firecrackers In City Throughout The Year

The Delhi government on Thursday imposed a "perpetual ban" on the manufacture, use and sale of firecrackers, including through online platforms, in the national capital, according to an official order.

Principal Secretary (environment) of the Delhi government A K Singh invoked the "perpetual ban" on firecrackers under the Environment (Protection) Act, 1986.

The ban covers the manufacturing, storage, and selling, including delivery through online marketing platforms, of all kinds of firecrackers and their bursting in Delhi, said the order.

The move comes amid Delhi facing hazardous air pollution levels leading to a range of restrictions including a ban on construction activities and entry of trucks in the city.

India, China Arrive At 6 Consensus Points As Ajit Doval, Wang Yi Meet

India and China agreed on six points to resolve the border issue as National Security Advisor Ajit Doval met Chinese foreign minister Wang Yi. Both sides agreed on the need to maintain peace and a commitment to continue seeking a fair, reasonable and mutually acceptable package solution to the boundary issue. The consensus points also include cross-border tourism including in areas like Tibet and cross-border river cooperation and Nathu La border trade and resumption of Mansarovar Yatra.

This was the first Special-Representative level meet since the flare-up of incidents at the border. 

The meeting follows the bilateral between Prime Minister Modi and President Xi Jinping on the sidelines of the BRICS summit held in Kazan last month. It was the first significant breakthough amid the chill that had set in following the clashes in Ladakh's Galwan -- the worst in decades.

Today's meet was meant to oversee the management of peace at the border and explore a "fair, reasonable and mutually acceptable solution to the boundary question".

At the meet, the two sides agreed to continue to take measures to maintain peace and tranquility in the border areas and promote the healthy and stable development of bilateral relations. 

During discussions both SRs also underlined the importance of maintaining peace and tranquillity in the border areas to promote overall development of the India-China bilateral relationship.

They reaffirmed their "commitment to continue seeking a fair, reasonable and mutually acceptable package solution to the boundary issue in accordance with the political guidelines agreed upon by the special representatives of the two countries".

Among other things the two sides also agreed to further refine the management and control rules in the border area, strengthen the building of confidence-building measures, and achieve sustainable peace and tranquility. 

The cross-border exchanges and cooperation will be strengthened and Indian pilgrims' pilgrimage to Tibet, China, cross-border river cooperation and Nathu La border trade will be resumed, the two sides agreed. 

India and China have also agreed to hold a new round of special representatives' meetings in India next year.

The disengagement, finalised in October, saw both India and China pull back troops from the two remaining friction points in Demchok and Depsang, after nearly four years of military standoff along the Line of Actual Control (LAC).

Following the disengagement, both India and China are keen to build on this momentum and re-establish trust. The special representatives' talks, which are part of a long-established mechanism to address the border dispute, have been convened after a hiatus, with the last meeting held in 2019.

New York Cops Find Massive Abandoned Drone Amid A Surge In Sightings

A massive drone, over 5 feet in diameter, was recovered by police in New York after it was apparently abandoned on the sidewalk. The drone, belonging to Amogy Inc, a sustainable-energy startup, was discovered following an emailed tip alerting authorities to its presence near Fifth Street, between Market Street and Morris Avenue.

The NYPD dispatched an Emergency Services Unit to the scene, disconnecting the drone's nitrogen components to ensure it was safe before transporting it to the 88th Precinct. A photo obtained by The NY Post shows an officer holding the unwieldy aircraft, which drew immediate attention for its size and advanced design.

A passerby familiar with the area identified the drone as belonging to Amogy Inc., headquartered nearby. The company's CEO, Seonghoon Woo, later confirmed the drone was inoperable and had been left on the sidewalk after a company party over a month ago. The drone was in its location for more than a month and posed no threat, a spokesperson for Mr Woo said.

He clarified the drone was used in a clean energy demonstration three years ago and had been on display outside the company's headquarters ever since. “NYPD took possession of it for a brief period. Amogy cooperate fully with NYPD and the drone has since been returned to the company after NYPD determined the drone was not a threat,” he added.

Despite initial concerns, the NYPD determined the drone was not a threat and returned to Amogy. The incident comes amid a perceived surge in drone sightings in New York and New Jersey. Rebecca Weiner, NYPD Deputy Commissioner of Counterterrorism and Intelligence, attributed the recent surge in sightings to heightened public awareness rather than actual incidents. She also said that around 2,000 drone flights occur weekly in New York City.

First reported on November 18, the sightings have alarmed residents, with many speculating whether the drones are advanced experimental technology or foreign surveillance devices. The Coast Guard escalated concerns by confirming that 13 drones, which emitted no heat signatures and skillfully avoided detection, shadowed their vessel.

"His Tabla Spoke Universal Language": Leaders, Fans Mourn Zakir Hussain

Tabla maestro Zakir Hussain - the eldest son of legendary tabla player Allah Rakha - died in the US today of a heart disease. He was 73. Leaders and fans across India and the world posted condolences on social media.

Centre To Amend J&K Reorganisation Act To Align It With 'One Nation, One Poll' Initiative

The Centre will introduce a bill to amend 'The Jammu & Kashmir Reorganisation Act 2019' in Lok Sabha next week, to integrate the Union Territory with its 'One Nation, One Election' initiative, a senior government official told NDTV.

"The existing Union Territory Assembly will complete its full term and in case of premature dissolution of the assembly, mid-term election to be held for only the remaining period of 5 years. Centre is introducing a bill to this effect," a senior government official said.

The official said this will allow the Centre to amend the law to integrate Jammu and Kashmir with the initiative.

As per business scheduled in Lok Sabha on Monday, Union Law Minister Arjun Meghwal would introduce 'The Union Territories Laws (Amendment) Bill-2024' to make changes in the 'Government of Union Territories Act, 1963', the 'Government of National Capital Territory of Delhi Act', 1991 and the 'Jammu and Kashmir Reorganisation Act, 2019'.

"While the amendments in the Government of Union Territories Act, 1963 and the Government of National Capital Territory of Delhi Act, 1991 have been proposed for respectively for synchronisation of assembly polls of Puducherry and Delhi with Lok Sabha polls, the amendments in J&K Reorganisation Act- 2019 will align Jamm and Kashmir's electoral cycle with Lok Sabha polls," he further explains.

As per amendments proposed in the Jammu and Kashmir Reorganisation Act 2019, the term of the Legislative Assembly shall come to an end on the expiry of the full term of Lok Sabha.

The bill states that simultaneous elections would come into effect on an "appointed date" to be notified by the President on the first sitting of the Lok Sabha after a general election.

"As the first sitting of the Lok Sabha elected in 2024 has already taken place, the earliest appointed date for simultaneous elections that can only be notified is the first sitting of the House elected in the 2029 elections. This means that simultaneous polls could be held by 2034 when the full term of that House ends," an official told NDTV, explaining the bill.

Assam Rifles Cuts Roots Of Narco Trade, Destroys 354 Acres Of Illegal Poppy Farms In 2024

The Assam Rifles alone destroyed 354 acres of illicit poppy cultivation this year, primarily in three Manipur districts -- Ukhrul, Churachandpur and Chandel. A defence spokesman said that through meticulously planned joint operations, the force successfully identified and destroyed 354 acres of illicit poppy cultivation, primarily in the districts of Ukhrul, Churachandpur, and Chandel.

The Assam Rifles continued its determination to fight against the menace of poppy cultivation along the India-Myanmar border, he said.

The spokesman said that by eliminating poppy fields and striking at the roots of narco-trade, Assam Rifles has reaffirmed its commitment towards ensuring stability and security in Manipur and beyond.

According to the defence official, the battle against poppy cultivation has been a consistent priority for the paramilitary force, as reflected in its sustained efforts over the years.

In 2020 the force identified a staggering 8,057 acres of poppy fields, of which 1,695 acres were destroyed. This trend of rigorous action continued in subsequent years with 5,610 acres identified and 1,976 acres destroyed in 2021.

The Assam Rifles intensified its operations in 2022 identifying 494 acres and destroying 715 acres, including previously undiscovered patches. In 2023, 1,735 acres were identified and 1,488 acres were eradicated.

By 2024 the area of identified poppy fields had declined significantly, reflecting the success of the state and Central governments and security forces' multi-pronged strategy, the spokesman pointed out.

Noting that the ongoing ethnic crisis in Manipur, no single agency can effectively address this challenge alone, the spokesman said that collaborative operations have proven essential, with Assam Rifles actively coordinating with state and central agencies, including the Narcotics Control Bureau (NCB), Manipur Police and other CAPFs deployed in the area.

The NCB, as the nodal agency for drug enforcement under the Ministry of Home Affairs, ensured synergy among all stakeholders during operations, especially during the opium harvesting seasons. Joint operations have focused on curbing cultivation, disrupting supply chains and dismantling the networks sustaining the illicit drug trade.

The security cover provided by the force has ensured the safe execution of destruction operations in vulnerable and conflict-prone areas.

Assam Rifles deftly incorporated advanced technology, such as drone surveillance in identifying poppy fields in inaccessible terrains.

An official statement said that these high-tech measures are complemented by actionable intelligence from local communities and inputs from civil society organisations (CSOs).

The Leveraging of Technology and Community Support has significantly enhanced the effectiveness of operations, ensuring a swift and targeted approach. Additionally, the Force has also maintained a robust ground presence through Area Domination Patrols in traditional cultivation zones. This persistent vigilance has acted as a deterrent to the resurgence of illegal farming practices, the statement said.

Beyond destruction campaigns, Assam Rifles has also prioritised addressing the socio-economic factors driving poppy cultivation.

Under its "Drug-Free Manipur" initiative, the Force has conducted extensive awareness drives to educate communities about the perils of drug addiction and the risks associated with illegal farming.

Through regular interactions with villagers and local leaders, the force has actively promoted sustainable livelihood options, encouraging a shift toward legitimate and long-term economic activities.

Assam Rifles' zero-tolerance policy against narcotics-related activities has led to legal actions against defaulters, including cultivators and financiers. These measures, combined with efforts to restrict cross-border narcotics trafficking, have disrupted the infrastructure supporting poppy cultivation.

Founder Of Mango Clothing Chain Dies In Accident

Isak Andic, the founder of Spanish clothing retailer Mango, one of Europe's largest fashion groups, with nearly 2,800 stores worldwide, died Saturday in an accident, the company said.

"It is with deep regret that we announce the unexpected death of Isak Andic, our non-executive chairman and founder of Mango," the Barcelona-based company's CEO, Toni Ruiz, said in a statement.

"Isak has been an example for all of us. He dedicated his life to Mango, leaving an indelible mark thanks to his strategic vision, his inspiring leadership and his unwavering commitment to values that he himself imbued in our company," he added.

The company did not provide further details about the accident. Spanish media said the 71-year-old died after falling while hiking with several members of his family near Barcelona.

Mango traces its origins to 1984, when Andic, who is of Turkish origin, opened his first shop on the Paseo de Gracia, Barcelona's famous shopping street, with the help of his older brother Nahman.

It was hugely successful. Spain had just emerged from a decades-long dictatorship that ended with the death of General Francisco Franco in 1975, and consumers were hungry for more modern clothes.

Mango has consolidated its position as one of the leading international fashion groups, with a major presence in more than 120 markets and 15,500 employees worldwide, according to its website.

"Kumbh Mela Is A Grand Yajna Of Unity, Where All Forms Of...": PM Modi

Prime Minister Narendra Modi on Friday said that Kumbh Mela is a grand yajna of unity, where the distinction of castes disappears.

Addressing a Mahakumbh Programme, PM Modi said,"The Kumbh Mela is a grand yajna of unity, where all forms of discrimination are offered as a sacrifice. Here, every Indian who takes a dip in the Sangam presents an extraordinary picture of "One India, Great India." Here, saints, ascetics, sages, scholars, and common people all come together, immersing themselves in the confluence of the three rivers. The distinction of castes disappears here, and the clash of communities is erased," he said.

PM Modi also said that organizing Mahakumbh next year will establish the cultural, and spiritual identity of the country at a new height.

"I congratulate the workers and sanitation workers who are working day and night to make Maha Kumbh a success. A new history is being created on this land of Prayagraj. Organizing Maha Kumbh next year will establish the cultural, spiritual identity of the country at a new height. I say it with great confidence, I say it with great devotion. If I have to describe this Maha Kumbh in one sentence, then I would say that this will be such a Maha Yagya of unity that will be discussed all over the world. I wish all of you for the grand and divine success of this event," PM Modi said.

Prime Minister Modi said that events like Maha Kumbh send a positive message to every corner of the country and society.

"I believe that Maha Kumbh is a Maha Yagya of unity...When there were no modern means of communication, then events like Kumbh had prepared the basis for big social changes. Such events send a positive message to every corner of the country and the society," he said.

PM Modi also criticized the previous Congress government for its lack of attachment to Indian culture and negligence towards Kumbh and other religious pilgrimages.

"The previous governments did not give attention to Kumbh and religious pilgrimages. Devotees kept suffering in such events, but the governments of that time did not care about it. The reason for this was that they did not have any attachment to Indian culture. But today, the government in the center and the state respects Indian culture. Therefore, the double engine government considers its responsibility to provide facilities to the devotees coming to Kumbh," he said.

Earlier today, Prime Minister Modi offered prayers at the Triveni Sangam in Prayagraj, seeking blessings for the successful organization of the upcoming Maha Kumbh, set to take place from January 13 to February 26.

PM Modi performed the 'aarti' of the Triveni--the confluence of the Ganga, Yamuna, and Saraswati rivers--praying for global welfare and harmony. The rituals were conducted by 'Tirth Purohits' amidst the resonant chanting of Vedic mantras. He also offered Akshat, Chandan, Roli, flowers, and traditional clothing at the Triveni as part of the ceremony.

Before the rituals, PM Modi sought the blessings of prominent saints. Chief Minister Yogi Adityanath and Governor Anandiben Patel accompanied the Prime Minister during the event.

Retail Inflation Eases To 5.48% In November: Government Data

Retail inflation slowed to 5.48 per cent in November compared to 6.21 pc in October, mainly due to easing food prices, especially vegetables, according to government data released on Thursday.

According to Consumer Price Index (CPI) data released by the National Statistics Office (NSO), the inflation in the food basked reduced to 9.04 per cent in November. It was 10.87 per cent in October and 8.70 per cent in November 2023.

"During the month of November 2024, a significant decline in inflation is observed in vegetables, pulses and products, sugar and confectionary, fruits, eggs, milk and products, spices, transport and communication and personal care and effects subgroups," the NSO said.

The CPI-based headline inflation increased from an average of 3.6 per cent during July-August to 5.5 per cent in September and further to 6.2 per cent in October 2024, the highest in more than a year since September 2023.

Last week, the Reserve Bank raised the inflation projection for the current fiscal to 4.8 per cent from 4.5 per cent. It also said that the lingering food price pressures are likely to keep headline inflation elevated in the December quarter.

Bengaluru Techie Suicide: FIR Against Atul Subhash's Wife, In-Laws

The family of Bengaluru techie Atul Subhash, who died by suicide after alleging harassment by his estranged wife in videos and posts, has filed a police complaint against his wife, her family members, and a judge.

Bikas Kumar, the brother of the 34-year-old, has filed an FIR (First Information Report) in Bengaluru for abetment of suicide against his wife Nikita Singhania, her mother Nisha Singhania, her brother Anurag Singhania and her uncle Sushil Singhania.

Atul Subhash, who was from Bihar but lived in Bengaluru and worked for a private firm, left a 24-page note detailing what he alleged was years of emotional distress because of harassment and multiple cases filed by his wife and her family, and a judge in Uttar Pradesh.

As details emerge of Atul Subhash's note and videos, the family is in shock and has vowed to seek justice.

"My brother did everything for her. Whatever has happened was unfortunate. If he had ever discussed it with me or our father - we would have helped him get out of this situation...," Bikas Kumar told reporters.

"I want to request the government of India and the President - that justice must be done to my brother if he is with truth otherwise give me the proof to show that he is wrong. There should be a proper investigation against the judge who is named in my brother's suicide," he said.

Bikas said even in his suicide note, Atul Subhash wrote: "If I win from the system, devote my mortal remains in Ganga otherwise in a gutter outside the court."

The FIR says Atul Subhash married Nikita Singhania in 2019 and they had a child together. The complaint alleges that after their divorce, Nikita Singhania and her family filed a false case against Atul Subhash and insisted on Rs 3 crore to settle the case.

The Bengaluru police received a call at 6:00 am on Monday about a suicide in a flat. The police found the flat bolted from inside. They broke in to find Atul Subhash hanging.

The police also found the 24-page note in which Atul Subhash wrote "Justice is Due" on every single page. Along with his wife and her family, Subhash also accused a family court judge in Uttar Pradesh's Jaunpur of not hearing him out, and an officer of the court of taking bribes in front of the judge. Atul claimed his wife had filed nine cases against him, including murder, sexual misconduct, harassment for money, domestic violence, and dowry.

Atul Subhash described the instances that he said drove him to his death. He recorded a video describing his alleged harassment and asking his family members not to immerse his ashes until he got justice. He also had a message for his four-year-old son, who he claimed had been kept away from him. The note also called for his parents to be given custody of his child.

Nitin Gadkari On How Road Projects Can Solve Delhi's Garbage Problem


Union minister Nitin Gadkari, who has been handling the Road Transport portfolio for the third straight term of Prime Minister Narendra Modi, today said efforts are on to use garbage to build roads, which will also take care of the mounting garbage problems of the country's metro cities. 

"Delhi has four mountains of municipal garbage. Now, we have used 80 lakh tons of municipal garbage in road construction," he told NDTV at the special Auto Conclave.

Giving cases in point, he named a number of highways in western and northern India -- the Mumbai-Delhi Express highway, Ahmedabad-Vadodara highway, the Ahmedabad Dholera highway and also in roads in parts of Chandigarh, he added.

The project to convert stubble into biofuel is also going ahead full steam, he said. This will also take care of the massive pollution issue, especially the haze that chokes north India every winter.
 
"We have 400 projects in the process for which 60 have already started and they are making bio-CNG from parali," he told NDTV. 

"And in Panipat, there is a project of IndianOil where they are making 1 lakh litres of bio-ethanol from rice stalks or parali, 150 tonnes of bio vitamins and 78,000 tons per year of aviation fuel," he said, underscoring that it is a classic case of "waste to wealth" generation. 

This, he said, would also reduce reduce import bill and pollution and establishes an economic point of view of being "atmanirbhar" (self reliant).

The burning of parali, the minister said, has gone down by 40 per cent and will be down to zero per cent in the next two to three years. 

This, he added, will be because of two "important philosophies" he said -- citing generation of wealth from waste as well as knowledge. "innovation, technology... are being used to convert knowledge into wealth," he added.

COP16 Report Warns Over 75% Of Global Land "Permanently Drier"

Just over 75 percent of the world's land has been left "permanently drier" over the previous three decades, a UN-backed report coinciding with COP16 talks on desertification in Saudi Arabia said on Monday.

Dry land now covers around 40 percent of the Earth's land mass, excluding Antarctica, the United Nations Convention to Combat Desertification (UNCCD) study found, cautioning the shift could affect up to five billion people by 2100.

"Some 77.6 percent of Earth's land experienced drier conditions during the three decades leading up to 2020 compared to the previous 30-year period," the report said.

It indicates an "existential threat" posed by the seemingly irreversible trends and showed that dry land -- regions where agriculture is difficult -- increased by 4.3 million square kilometres (1.7 million square miles) between 1990 and 2020, an area a third the size of India.

The warning comes during a 12-day meeting in Riyadh, which began last week, for the 16th session of the Conference of the Parties (COP16) under the UNCCD and seeks to protect and restore land and respond to drought amid ongoing climate change.

Aridity, a chronic shortage of water, now extends over 40.6 percent of the Earth's land mass, again excluding Antarctica, compared with 37.5 percent 30 years ago, the report warns.

It also cautions the areas most affected include the nations bordering the Mediterranean, southern Africa, southern Australia and certain regions of Asia and Latin America.

"Unlike droughts -- temporary periods of low rainfall -- aridity represents a permanent, unrelenting transformation," said Ibrahim Thiaw, UNCCD Executive Secretary.

"The drier climates now affecting vast lands across the globe will not return to how they were and this change is redefining life on Earth," he added.

The changes are largely attributed to global warming caused by greenhouse gas emissions, which alter rainfall and increase evaporation, the report said.

"For the first time, a UN scientific body is warning that burning fossil fuels is causing permanent drying across much of the world," lead UNCCD Chief Scientist Barron Orr said.

He added this could have "potentially catastrophic impacts affecting access to water that could push people and nature even closer to disastrous tipping points".

The effects of the chronic water shortages include soil degradation, ecosystem collapse, food insecurity and forced migration, according to the scientists.

Already, 2.3 billion people live in expanding dry areas, according to the report, with projections showing a "worst-case scenario" of five billion people living in the conditions as the planet continues to warm.

To counter this trend, the scientists urged members to "integrate aridity metrics into existing drought monitoring systems", improve soil and water management, and "build resilience in vulnerable communities".

Speeding Truck Rams Bus In Delhi, 3 Killed Were Taking Out Their Luggage

Two women were among three killed when a speeding truck allegedly rammed a bus in the Vasant Kunj area of southwest Delhi, police said on Monday.

Another person was injured in the accident.

Officers at Vasant Kunj North police station received a call at 4:45 am about an accident between a truck and a bus near Lohmod Hotel.

"The bodies of two women and one man were found at the spot. Further, one person was found stuck in the driver's seat of the truck," Deputy Commissioner of Police (Southwest) Surendra Choudhary said.

Abhishek (19), Nidhi (19) and Kanta Devi (50) were declared dead on the spot.

The driver of the truck was identified as Taufiq (25), a resident of Alwar, Rajsthan.

Inquiries revealed that the victims were removing their luggage from the bus' luggage area at the back when the truck rammed into them, Choudhary said.

"The crime team inspected the spot thoroughly. The bodies have been shifted to Safdarjung Hospital," the officer added.

Taufiq is also admitted in the hospital.

A case under has been registered and an investigation is underway.

Donald Trump To Pardon Capital Rioters, End Birtright Citizenship

In his first broadcast network interview since his re-election, President-elect Donald J Trump outlined an assertive plan for his second term, pledging sweeping policy changes and controversial actions on immigration, criminal justice, and executive leadership.

Among his promises, Trump vowed to pardon hundreds of Capitol rioters, end automatic citizenship for children born to immigrants in the United States, and push for retribution against political adversaries, including members of Congress who investigated him, New York Times reported.

Trump, speaking on NBC's Meet the Press with Kristen Welker, declared that on his first day in office next month, he would grant clemency to his supporters convicted for their involvement in the January 6, 2021, Capitol attack.

"Yeah. But I'm going to be acting very quickly," Trump said when asked if he would consider pardoning everyone involved. He clarified, "There may be some exceptions, those who were radical, crazy." Defending those who assaulted law enforcement officers during the riots, Trump said, "Because they had no choice," adding that the incarcerated rioters were being kept in "a filthy, disgusting place that shouldn't even be allowed to be open."

Further emphasising his ambitions to reshape immigration policy, Trump pledged to eliminate birthright citizenship, a constitutional guarantee under the 14th Amendment that grants citizenship to anyone born in the United States, regardless of their parents' immigration status.

While legal scholars have largely dismissed this as unconstitutional, Trump said, "We're going to have to get it changed," leaving open the possibility of pursuing executive actions or constitutional amendments. "We'll maybe have to go back to the people. But we have to end it," he added. The president-elect inaccurately claimed, "We're the only country that has it," despite 34 other nations also offering unrestricted birthright citizenship, reported New York Times.

In a notable deviation from his hardline rhetoric, Trump expressed a willingness to collaborate with Democrats to protect Dreamers, undocumented immigrants brought to the US as children. "We have to do something about the Dreamers because these are people that have been brought here at a very young age," he said. "And many of these are middle-aged people now.

They don't even speak the language of their country. And yes, we're going to do something about the Dreamers." While he blamed Democrats for failing to safeguard Dreamers, it was former President Barack Obama who introduced the Deferred Action for Childhood Arrivals (DACA) program in 2012, shielding 700,000 individuals from deportation. Trump previously attempted to rescind DACA but faced legal roadblocks in the Supreme Court.

The president-elect also hinted at significant changes within federal institutions, particularly the FBI. He suggested firing FBI Director Christopher A. Wray, whom he appointed in 2017, citing grievances over the agency's investigation into his handling of classified documents and its response to the assassination attempt on him earlier this year. "He invaded my home," Trump said, referencing the FBI's 2022 search of his Mar-a-Lago estate.

"When I was shot in the ear, he said, 'Oh, maybe it was shrapnel.' Where's the shrapnel coming from? Is it coming from heaven? I don't think so." While Trump stopped short of explicitly stating he would remove Wray, he suggested it was likely, stating, "It would sort of seem pretty obvious that if Kash [Patel] gets in, he's going to be taking somebody's place, right?"

Kash Patel, a staunch Trump loyalist and potential FBI director, has drawn criticism for his aggressive stance against perceived adversaries, as outlined in a 2023 book naming about 60 individuals as members of the so-called "executive branch deep state." While Trump dismissed fears that Patel would pursue investigations into political foes, he left room for interpretation. "If they were crooked, if they did something wrong, if they have broken the law, probably," he said.

Trump's interview also included veiled threats against members of the bipartisan House committee that investigated his role in the January 6 attack. Targeting former Representative Liz Cheney and others, he stated, "For what they did, honestly, they should go to jail." However, he clarified that he would not direct the attorney general or FBI director to pursue such investigations but suggested they should act independently. "I think that they'll have to look at that, but I'm not going to order them to," he said.

Cheney responded with a sharp rebuke, stating, "Donald Trump's suggestion that members of Congress who later investigated his illegal and unconstitutional actions should be jailed is a continuation of his assault on the rule of law and the foundations of our republic." She further noted, "There would be no conceivably appropriate factual or constitutional basis" to prosecute the committee members.

As Trump prepares to assume office, President Joe Biden and his team are reportedly considering issuing blanket pardons to individuals, including Cheney, who have drawn the ire of the president-elect. Concerns over Trump's rhetoric and threats of retribution have intensified, particularly with the impending appointment of loyalists like Patel to key positions, New York Times reported.

The sweeping policy changes outlined by Trump, including potential challenges to constitutional guarantees, have already sparked legal and political debates. Most notably, federal judges have expressed apprehension over blanket pardons for Capitol rioters. Judge Carl J Nichols, a Trump appointee, recently remarked, "It would be beyond frustrating and disappointing if there were blanket pardons for Jan. 6 defendants or anything close."

With plans to initiate executive actions on immigration, the economy, and energy on Day 1 of his second term, Trump seems intent on reshaping the nation's political and social landscape while fuelling controversy over the legality and ethicality of his proposed actions.

3-Time Ex-MLA From KCR's Party Was German Citizen: Telangana High Court

Ex-BRS leader Chennamaneni Ramesh is a German citizen and used forged documents - presenting himself as an Indian national - to contest the Vemulawada Assembly seat, the Telangana High Court ruled Monday on a petition filed by the Congress' Aadi Srinivas.

The court held Mr Ramesh had failed to provide documentation from the German embassy confirming he is no longer a citizen of that country. It imposed a fine of Rs 30 lakh, of which Rs 25 lakh is payable to Mr Srinivas, against whom Mr Ramesh lost the November 2023 election.

In a celebratory post on X, Mr Srinivas said, "Backlash to former MLA Chennamaneni Ramesh... 30 lakhs fined to Ramesh who was elected MLA with false documents as a German citizen..."

Mr Ramesh had earlier won the Vemulawada seat four times - in 2009 as part of the Telugu Desam Party and then thrice from 2010 to 2018, including the bypoll after he switched parties.

According to the law, non-Indian citizens cannot contest or vote in an election.

In 2020 the centre had informed the Telangana High Court that Mr Ramesh held a German passport - valid till 2023 - and that the Union Home Ministry had already issued an order revoking his Indian citizenship on grounds he concealed facts in his application.

The Home Ministry said, "His (Mr Ramesh's) misrepresentation/concealment of fact misled the Government of India... Had he revealed he had not resided in India for one year before making the application, the competent authority in this ministry would not have granted citizenship..."

Mr Ramesh then filed a petition challenging the Home Ministry's order.

He was then asked to file an affidavit disclosing, and enclosing, details related to the surrender of his German passport, and also proof he had given up his German citizenship.

In 2013 the then undivided Andhra Pradesh High Court quashed the bypoll victory for this same reason. Mr Ramesh then approached the Supreme Court and wrangled a stay.

But, while the stay was in effect, he contested and won the 2014 and 2018 elections.
